Sudan's army chief General Abdel Fattah al-Burhan told an audience at Khartoum Stadium on 26 September: "We will not backtrack on what we said: we do not want a visa to any country," rejecting US conditions tying his visa to a ceasefire deal. Of the RSF he said "our goal is to eliminate this militia, no matter the cost".

Sudan Tribune reported that Sudan's army chief General Abdel Fattah al-Burhan, speaking at Khartoum Stadium on 26 September, rejected US conditions that tied his visa to agreement on a ceasefire proposal. "We will not backtrack on what we said: we do not want a visa to any country," he said. Speaking of the RSF, he said "our goal is to eliminate this militia, no matter the cost", and pledged to "cleanse Sudan all the way to Darfur". Washington had linked the visa to an unconditional three-month truce put forward by Massad Boulos, senior adviser on Arab affairs. Burhan said Sudanese would not be "blackmailed or intimidated".
