Ethiopia's Council of Ministers approves a redraft of the Defence Forces Proclamation and sends it to parliament

ENA said the cabinet unanimously approved the draft amendment to Defence Forces Proclamation No. 1286/2023 on 28 September and referred it to the House of Peoples' Representatives. The government statement did not say which provisions would change.

Fana Broadcasting Corporate said the Council of Ministers, at its 59th regular meeting, described the amendment to the National Defence Force Proclamation as intended to enable the institution to carry out its national missions in accordance with the law. It said the same session also referred to parliament a Federal Executive Institutions Proclamation, a National Data Management Proclamation and a 145.8 million SDR loan agreement with the International Development Association for energy sector reform, and approved amendments to the federal income tax and value added tax regulations.

The Ethiopian News Agency said the Council of Ministers unanimously approved a draft revision of Defence Forces Proclamation No. 1286/2023 and referred it to the House of Peoples' Representatives. It did not say which provisions would be changed.

The Ethiopian News Agency reported that the Council of Ministers, meeting on 28 September, unanimously approved a draft revision of Defence Forces Proclamation No. 1286/2023 and referred it to the House of Peoples' Representatives. ENA said the amendment is intended to strengthen the legal framework under which the national armed forces carry out the mandates set out in Article 87 of the constitution. The government statement did not disclose which articles or provisions of the proclamation would be changed. The existing proclamation remains in force until parliament approves the new text. The cabinet also referred draft laws on the powers of federal executive bodies and on data governance to parliament. The decision comes as fighting continues in Tigray, Amhara and Afar.
