Eritrea's foreign minister Osman Saleh briefs the diplomatic community in Asmara and asks the Security Council for Chapter VII measures
The Eritrean Ministry of Information said Osman Saleh told ambassadors and members of the diplomatic community in Asmara on 15 October that Ethiopia's ruling Prosperity Party has declared open war on the peoples of Eritrea and Ethiopia.

The Eritrean Ministry of Information published the text of an Information Note on Eritrea-Ethiopia relations which the government says it circulated to Security Council member states on 13 October, in reply to an Ethiopian note of 11 October. In the note Eritrea asks the Council to condemn what it calls Ethiopia's declaration of war and to take deterrent measures under Chapter VII of the UN Charter, says the Pretoria agreement is an internal matter between Ethiopia and the TPLF in which it has no role, and accuses Ethiopia of hosting anti-Eritrea armed groups and of supporting Sudan's Rapid Support Forces from a base in Benishangul-Gumuz. Ethiopia has rejected accusations of this kind before. The claims could not be independently verified.

The Eritrean Ministry of Information said Foreign Minister Osman Saleh briefed resident ambassadors and members of the diplomatic community in Asmara on 15 October. He said Ethiopia's ruling Prosperity Party has repeatedly threatened the use of force to obtain what it calls sovereign access to the Red Sea, and cited statements by senior party officials, including the Prime Minister, about Eritrea's sovereignty and about taking control of the Red Sea and the port of Assab. He said the party has declared open war on the peoples of Eritrea and Ethiopia and accused it of giving sanctuary and military and logistical support to armed groups operating against Eritrea. On the Pretoria Agreement of November 2022, he said Eritrea was not a party to it and has no role in its implementation. He said the Ethiopian embassy in Asmara stopped replying to the Eritrean foreign ministry from May 2026 and left on 8 August 2026 without notice, and that Ethiopia expelled ten Eritrean diplomats on 1 October 2026. He asked the UN Security Council to consider Eritrea's statement of 9 October, condemn Ethiopia's policy and adopt deterrent measures under Chapter VII of the UN Charter. Ethiopia says it is acting in self-defence and denies any plan to take Eritrean territory.
