The Associated Press said the TPLF, in a statement on Facebook on 14 October, called Tigrayans who cooperate with the federal government "traitors" who would face "accountability and public judgment", and urged its forces to keep fighting and Tigrayans to support them. AP added that the Prime Minister's office accused the TPLF of obstructing the Pretoria peace agreement and said the latest fighting had ended in the TPLF's defeat.

The Ethiopian News Agency said the Office of the Prime Minister has named the five officials of the Tigray caretaker administration: Assefa Abreha Hagos for administration and public services, Dr Tewodros Aregawe W/Selassie for economy and reconstruction, Brigadier General Gebre-Egziabher Beyene Hailu for peace and security, Redae Halefom W/Selassie for political and public mobilisation, and Dr Shishay Amare as mayor of Mekelle. ENA said the administration was established by a House of Federation resolution and a Council of Ministers regulation, and that its mandate is limited to routine governance and preparing for the election.

Prime Minister Abiy Ahmed announced the six-month caretaker administration for Tigray in a statement on Friday and pledged free elections in the region afterwards, AFP reported. AFP said the five appointed officials will act on directives and instructions from the federal government, and that the TPLF had not responded to the announcement at the time of publication.
