EEPA said in its situation report of 28 September that bank accounts in Tigray had been blocked from the afternoon of 25 September, that Ethio Telecom had been down since the evening of 24 September and that Safaricom ran only until the afternoon of 25 September. Kulu Media reported that customers whose accounts were opened in Tigray were being served at three Commercial Bank of Ethiopia branches in Addis Ababa, and that the bank had published no notice explaining the restrictions or how long they would last.

EEPA said in its situation report of 28 September that Safaricom stopped operating in Tigray on the afternoon of 25 September, after Ethio Telecom went down on the evening of 24 September, and that bank accounts in the region have been blocked since the afternoon of 25 September. EEPA said the shutdown was ordered by the TPLF. The report could not be independently verified.

NetBlocks said it detected an internet disruption in northern Ethiopia corresponding to reports of a telecoms blackout in Tigray. Reuters, citing an unnamed source, reported that the TPLF ordered Safaricom and Ethio Telecom to sever phone and internet access in the region, possibly to counter the government's drone advantage. Al Jazeera said residents rushed to stock up on basic supplies and withdraw cash.
