ACLED says only three of the seven groups are actively taking part in the fighting in the north, and that on 26-27 September in South Gonder, Amhara, Fano militias backing the AFNM leader clashed with the Belay Zeleke Command over whether to cooperate with the TPLF.

ACLED said only three of the seven groups in the Ethiopian Peoples' Forces Alliance for Survival — the TPLF, the Amhara Fano National Movement and the Afar Revolutionary Democratic Unity Front (Ugugumo) — are fighting the security forces. It added that on 26 and 27 September, Fano units loyal to the Amhara Fano National Movement clashed with the Belay Zeleke Command in South Gonder zone in a dispute over cooperating with the TPLF.

EEPA said in its situation report of 28 September that a group it named as the Southern and Gambela People's Movement has submitted a request to join the Ethiopian Peoples' Forces Alliance for Survival. The same report said the Gumuz Peoples' Democratic Movement and a group it named as Gonder Hibret for Ethiopian Unity had rejected membership of the alliance. EEPA gave no date for the application and the claim could not be independently verified.

ACLED said the Gumuz Peoples' Democratic Movement denied being part of the alliance announced on 21 September and said it has no armed wing. ACLED said the ONLF also stated it was not part of the alliance, while one wing of the group confirmed membership.
